Since 1985, ITC Heartland has worked with families and community providers to support the development of young children with developmental delays, disabilities or atypical development.
Longwood University serves as the Local Lead Agency for Virginia’s Part C Early Intervention program in the Heartland region.
ITC Heartland helps children learn, grow and participate in the everyday activities that matter most to them.
Early Intervention is a statewide system designed to provide supports and services for eligible children, from birth through age 2, with developmental delays or disabilities by partnering with the people who know them best: their parents, caregivers and family.
Young children learn throughout the day, not only during a therapy or Early Intervention visit. ITC Heartland helps families support their child’s development during everyday activities such as playing, eating meals, getting dressed, spending time outside and participating in the community.

Children learn best in the places where they live, play and spend time with the people who know them best.
Most Early Intervention services take place in a child’s natural environment, the familiar places and activities that are part of everyday family life. These may include:
Intake visits, developmental screenings, assessments and Individualized Family Service Plan (IFSP) meetings may also take place at the ITC Heartland office.
Families are a child’s first and most important teachers. Our team works alongside parents and caregivers, offering coaching, encouragement and practical strategies that can become part of everyday routines.
This approach gives families opportunities to support their child’s learning throughout the day, not just during an Early Intervention visit.
Each child’s Individualized Family Service Plan (IFSP) is developed in partnership with the family and reflects their priorities, concerns, strengths and everyday life.
