The Infant & Toddler Connection (ITC) of the Heartland provides Early Intervention services through Virginia’s Part C Early Intervention system.
Cost for Early Intervention Services
Some Early Intervention services are available at no cost to families. Other services may be billed to public or private insurance, including Medicaid, when applicable.
Families are informed about any potential costs before services begin and have the opportunity to discuss questions or concerns with their Service Coordinator.
A family’s ability, or inability, to pay does not determine whether their child receives Early Intervention services.

Insurance and Payment Information
With parent consent, ITC Heartland may bill Medicaid or private insurance for certain Early Intervention services identified on the IFSP.
Your Service Coordinator will explain:
Families may choose whether to provide consent for the use of private insurance.
Family Rights
Families participating in Early Intervention have financial rights and procedural safeguards under Part C of the Individuals with Disabilities Education Act (IDEA).
Your Service Coordinator will review this information with you and answer any questions before services begin.
